คุ้น "khoon" means "to be familiar with."

"kheeuy" and "gap" reinforce the meaning.

ผม/ฉัน เคย... means "I used to (do or be something...)"

I agree with your explanation about the function of เคย but I do have a little nit to pick.

กับ 'gap' is a preposition. Often meaning 'with', as in 'familiar with or 'to' as in 'used to', it does not reinforce the meaning.

คุ้น 'kóon' means adj. familiar, intimate, accustomed to, well-known. v. to be familiar with, to be accustomed, to be tame.

2. Does this mean '[someone] got used to [something]' or 'I used to [do/be something]'?

If someone got used to something, we use เคยชิน koie chin or ชิน chin.

E.g. เขาเคยชินกับการนอนดึก kăo koie chin gàp gaan non dèuk

'I used to [do/be something]' - ผมเคย..... pŏm koie ....
