I am current connected in bkk (dial-up). The max I get is 31.2 K usually 28K through 56K modem. I have to dial 9 to get a line out. I have asked true and the apartment owner and they both have different opinions on if I can get on. Currently I have to pay 5baht/ 30 mins just 4 the call 2 the isp. I believe this is a TOT line but Im not really sure what this may effect! Thanks for any assistance!!

Not clear what you want. Is it ADSL? If so you need to have a dedicated line installed and your apartment will have to approve that. You do not have a phone line now if you have to dial 9 to get out - you share apartment lines which may or may not be True. So all you can do with them is dial up as now.

First you need approval to install line and then you need a line available from True to install.
