Yes. There is. Not sure where.................but I hope my " yes " answer gives you a little faith.

PS. Ho Chi Minh City and Saigon are the same.

Yeah, a slip .... I meant Hanoi.

It is some time since I did it but why not email the various consulates and embassies and ask them directly ? last time, Hong Kong was singing off a hymn sheet which was replaced in 2003 but would they listen to reason ? not a chance. They were still insisting retirement visas were only for over 55 as used to be the case.
