Did New Zoning Laws Go Into Effect In July ?

To anyone who might know:

The Bangkok Post has a special property section (10 Nov 03) which is probably

designed to drum up real estate investment business. But one of the articles, at

this URL,

Bangkok Post.s Nov 10 2003 Article on New Zoning laws to go into effect July 2004

, talked about a new zoning law for Bangkok that was scheduled to take effect

in July 2004. Did this new zoning law go into effect or has it been shelved? If it did become law , what effect is it expected to have on land/building values in the greater Bangkok area.
