I'm not sure exactly how you can get in touch with His Majesty by letter, however, I do know that you can contact the Bureau of The Royal Household by this e-mail: [email protected]

Try calling and just ask for him, see if he's in but bear in mind he may be too busy to talk.

Yes it's true, but at the moment he's staying in BKK due to his health so that he may be in the vacinity of appropriate medical care. Although he has many palaces of residence. Officially his residence is The Grand Palace, in Bangkok.
