You mean can the 'leasee" sell the land or the "leasor"?

The person who leases the property to another holds the title deed. The person leasing could never sell it since they don't own it. However, the person leasing could request a clause that says they can sell the depreciating lease to another person/ This happens in the UK all the time. Evidently the property becomes less valuable as the years tick by.

After the 30 years are up - the property reverts to the freeholder. That's it - end of story as far as I know, but don't think it's ben tested since the law is less than 30 years old (but could be wrong).
