Open one where you settle...you'll get better service and pay lower fees from your "local branch" of whatever bank you sign up with. And opening the account would follow the same basic procedures/requirements, whether signing up in Issan, Bangkok, or where ever in Thailand.

Yes, best do it where you live, for any issue whatsoever you have to contact your opening branch, you wouldn't want to have to come to Bangkok every time...
