Legal address in Belgium: I do not know how Belgian law defines “legal address”. I suggest you contact the relevant Belgian authorities to find out.

Legal address in Thailand: This will be the address you put on the arrival card when you arrive in Thailand. The card is given to you on the plane and you present it to the immigration officer together with your passport.

The single biggest problem in communication is the illusion that it has taken place

Why do you need a legal address?

You can use your parents address if you still need a Belgium address

once you relocate to Thailand.

As Maestro states, your legal Thai address is the one you write on the TM arrival card.

You must also report your address every 90 days to Immigration.
