Does the 100 persons/year for each country quota include people applying for residence after the age of 50 (retirement)? Or does it refer only to people who apply for residence under other circumstances?

It is not a factor as those on retirement are not even considered for residence. Only if here for some other reason, such as work or Thai family could they be considered for PR.

No, because they are only given an extension of stay a year at a time.
