My last report was on Jan 12 2008, so I should report around April 12 2008.

In the meantime, I went out in Singapore on March 5, so is it correct to assume that I do not need to go on April 12 but on June 5th? Do I risk to be fined doing so?

And more generally speaking, is it correct to assume that if I go out every 2 or 3 months, report are not necessary?

I believe you are actually on a one year extension of stay if you are worried about 90 day reports as visa entry only allows a 90 day stay (reports are never required). As you last entered March 5 your report is due 90 days after that date (which is likely before June 5 a day or two). You should not receive any fine if you report then - but I would try to make it on the early 7 day side myself; rather than a few days over 90.
