For all my previous non-O visas (issued outside Thailand) I have never had to show 400K in the bank. I thought this was only required if extending the visa in Thailand. The 400k was a requirement that Singapore was using for issue of the multi entry - it was not a requirement anyplace else. At last report Singapore has ceased issue of multi entry. You should have marriage certificate, signed copy of wife id/home register and it may be good to have some financial account information if asked.
