Can someone recommend a place to stay (bungalow) at 500-900 baht/night for a couple of days at Jomtien (Bang Saen or other less crowded area/getaway) for two families with children and a baby. Our interests are in beach activities and barbecue/cook out.

Bungalow? Jomtien? 500-900 baht/day? I think you're 10 years too late for these kind of prices...

The water is not very nice anywhere in Bangkok bay. If you're not after the nightlife you'd be better of heading down the Rayong area, Hat Mae or perhaps Koh Samet.
