This is something I have noticed before, that an American/Western calendar shows the full moon a day after the full moon in Asia. I tried to google the answer but couldn't find anything, your answer makes a lot of sense though! One thing I did find is that on leap year Visakha Puja is supposed to be in June. This year is leap year and it's obviously not the case, though I did read something that implied there was such a thing as a lunar leap year that was different from the calendar leap year.
