Unless there has been a very recent change those on retirement are not even considered for PR status.

Indeed as Lopburi posted, one of the requirements is to have contributed to the Thai tax system for a substantial amount in the last 3 years!

So basically the only group coming in consideration for residency are those who have been here the last 3 years on a non-immigrant B, extended yearly based on employment.

The ones I personally know are all on salaries of several 100 K Baht/month! (High level executives, often in wholly Thai owned companies).

I have recieved my residency. For tax, you will require to show monthly tax returns for the previous 3 years (updated monthly during the application process) whilst being employed by the same company. Work permit and Non B visa must be consistant and NO gaps (not even one day).. Also tax must have been paid on time every month, again even late one day and you are not granted.....good luck..

Does that mean that a person married to a Thai, on an O visa and with a work permit, does not qualify for PR?

No it does not mean any such thing. There is no set requirement (other than the three years minimum). But there are various considerations. Read the thread if you have any interest.
