Paperwork To Buy Second Hand Motorbike

My friend have bought a new motorbike about 6 months ago. She stayed in thailand for five months and during that time registered motorbike and received permanent numbers. Now she moved from thailand to her country, and is not going to come back. Motorbike and all papers for it are left in thailand with another her friend. I want to buy motorbike from her, but what is about making all necessary papers. Motorbike is registered in Bangkok, but i want to use it mostly in Pattaya.

1) What is a procedure for registering ownership of motorbike? Is it possible to do this without previous owner's attendance?

2) Is it ok, if i drive motorbike, without registering my ownership officially?
