a question to the community to someone who knows.

Construction of my condo in BKK is about to be finished and my contract says I need to pay 2% transfer fee of the estimated value (this is a standard term also mentioned by a few developper and real estate websites). Then on some other websites of different developper and real estate companys I find 0.01% transfer fee. Has the law changed or which figure is correct?
