Pattaya city admin does not seem to have grapsed the concept of maintenance and repair. Boats : why would they leave their lights on if they are sleeping or nobody home? There's not much boat movement in the darkness so probably don't bother with lights. Remember you are talking about the same people that happily ride motorbikes/drive pickups at night with no lights. What with the increase in fuel costs, perhaps the fishermen think the same! As for squid fishing they usually use green coloured lights to attract squid.
