I am having difficulty grasping the concept of the phrase "บานปลาย". Here is some analysis with my attempts at suggestions for translations; the blanks are followed by potential translation candidates in brackets:

From the Royal Institute Dictionary:

บานปลาย (สํา) ก. ขยายออกไปมากกว่าที่ตั้งใจไว้เดิม, ขยายเรื่องเล็กให้

กลายเป็นเรื่องใหญ่โตออกไป; ใช้เงินเกินกว่าที่ ประมาณหรือ

กำหนดไว้.

"(idiom) verb. to expand beyond what was intended initially; to create a mountain out of a mole hill; to use money in an amount greater than what was originally thought or set aside."

From several newspaper articles:

. . . แต่ผมก็รู้สึกหนักใจแทนพล.อ.สิริชัย ที่จะต้องเร่งแก้ไขปัญหาที่บานปลายมานานกว่า 3 ปี . . .

". . . however, I feel tension that General Sirichai must feel who must hurry and solve the problems which have ___________ for three years now. . . [only gotten worse / been festering / which have expanded all out of proportion]"

แต่หากนักวิชาการเอาความเห็นของตนเป็นใหญ่ โดยมิได้ศึกษาอย่างถ่องแท้ เป็นสิ่งที่น่าเป็นห่วงยิ่ง เพราะจะทำให้เกิดความเข้าใจอย่างผิดๆ และอาจนำไปสู่ความขัดแย้งที่บานปลาย

"However, if the experts consider their own opinions as paramount, and do not study (these issues) fully, then, these are really things to be concerned about. This is because misunderstandings will be created and disagreements will occur which will ________ . [only create harm in the end / lead only to worse yet to come]."

ผู้สื่อข่าวถามว่า การแก้ไขปัญหาอย่างนี้ถ้านายกรัฐมนตรีไม่ปรับกระบวนการในการแก้ไขปัญหาที่เกิดขึ้นและยังคงเดินหน้าต่อไป เหตุการณ์จะบานปลายไปมากกว่าที่เป็นอยู่หรือไม่

The reporters asked, "In finding a solution to a problem like this, if the PM does not change the procedures for determining such a solution and continues on the current path, will the situation _____________ or not?" [continue to deteriorate]

Any thoughts on how the phrase "บานปลาย" is used and translated? Thanks.

It can often mean to escalate.

I just saw another usage in a lead article in Matichon:

"อาจมีฝ่ายต่อต้านพันธมิตรเข้าผสมโรงเข้าฉวยโอกาสกลุ้มรุมทำร้ายจนเหตุการณ์บานปลายเกินกว่าจะควบคุมได้"

There might be a faction opposed to the PAD coming together to take advantage (of the situation) and causing violent confrontations until conditions escalate beyond control.

Note the use of the word "escalate" as Bannork suggests.
