Samui Is A Tessabaan Muang

Well, according to my wife, since 8th June, Samui has recevied the Tessabaan Muang status.

Anybody picked up on this?

I read that they have been refused city status,but might me granted Tessaban Muang status.But what does it all mean to Samui at the end, besides a restructure of local government?

it means that the city is self governing with out a local governor on samui or under the supervision of Surat.

it also means that the traditional Poo yai bans will be eliminated.

the taxes collected in samui will be controlled by the Samui city and not as it is now that surat enjoys Samui's income but gives back to the city only a small fraction of the taxes. As such samui will have more funds to spend on local infer structure.

AFAIK it's the same status as Pattaya has.

High diver summed it up pretty nicely.

Intersting to know - as the Poo Yais just held a 1/2 day meeting at my place last Friday.... Not many happy faces coming out of the meeting

Well, if they loose their Poo Yai status, I can imagine that they're not too happy.

Just curious, when you are referring to Pu Yai's are you referring to Pu Yai Ban (village headman) or all the elected posts ie Pu Yai Ban, Or Bor Dor etc.?

With the ongoing election (and the money/promises thrown in) I started wondering about Samui's exact status again. So is Samui now a Tessabaan Muang and if yes what is the difference between city status and Tessaban Muang status?

Yes, it now IS a thesaban mueang, though strangely at first it was decided to make it a thesaban nakhon same as requested by the former mayor. Sadly I haven't found anything explaining this last minute change to the lower status, if anyone can explain me it'd be nice.

The difference between thesaban mueang (town) and thesaban nakhon (city) is the responsibilities of the muncipality, the city has more responsibilities - but sadly I cannot list which it is exactly. It also has a larger muncipal council (24 vs 18 members). Yet both in contrast to the subdistrict municipality (thesaban tambon) mean the village headmen (phu yai ban) and subdistrict headmen (kamnan) loose their job as these loose their tasks to the municipality.

As Pattaya was mentioned in the thread - Pattaya has a special municipal status outside the thesaban system, if anything it is most close with the thesaban nakhon however. Bangkok is the second special municipality, which however unlike Pattaya is also at provincial level.

Stupidly the forum does not allow me to post URLs, I would have pointed you to my blog where I wrote about the Samui municipal changes several times as well as a link to the paper "Central-Local Government Relationship in Thailand" explaining a lot on the local government in Thailand.

Thanks a lot for the info, didn't expect an answer anymore. I think you made it as clear as possible for a non-Thai to understand the difference. And thanks to limbos for helping with the link, the blog looks interesting (as is yours of course limbos!), although I didn't have the time to read it all yet. I owe you guys a beer or two :o .

Indeed, it is an anti-spam device put in place by admin, so that members with less than a certain number of posts cannot post direct URLs.

      Bangkok's celebrated Khao San Road, long a hub of backpacker activity, faces a slump in hotel reservations just ahead the festive season. Khaosan Business Association President Sanga Ruangwattanakul attributes the decline to European tourists' uncertainty amidst the persisting Russia-Ukraine conflict. Coinciding with a wider downturn, reservations for the key dates of December 30 to December 31 have decreased to approximate 60%, falling from last year's 70%. European visitors, predominantly from the UK, France, Germany, and Italy, usually contribute to 80% of Khao San's tourist demographic, with a lesser proportion hailing from other Asian countries. In spite of the disappointing figures, Sanga remains positive, anticipating an influx of bookings closer to the festive period. Khao San Road, staying true to its energetic character, will host a New Year’s Eve countdown that aims to attract between 50,000 to 70,000 tourists. On an average, each tourist spends around 1,000 baht thereby potentially injecting over 70 million baht into the local economy. Christmas festivities will commence on December 24 with a splendid display of Christmas lights. Sanga is optimistic about Khao San's enduring appeal as a tourist hot-spot, although he admits that sales of alcohol, a significant contributor to revenues, haven’t been as buoyant. A lack of spending from Thai visitors, conscious of financial constraints, is a factor dimming economic vibrancy. To circumvent these financial challenges, Sanga proposes government measures to stimulate consumer spending, including tax breaks through initiatives such as Easy E-Receipt or the Khon La Khreung co-payment subsidy. He also supports plans to enhance revenues by focusing on the 5F industries — food, film, festivals, Thai boxing, and fashion — to attract more global tourists to Thailand. Despite current obstacles, hopes remain high for Khao San Road as the New Year’s Eve countdown closes in.       In a landmark update, member states of the Association of Southeast Asian Nations (ASEAN) airlines will soon be granted the freedom to perform multiple stopovers across member territories. This marks a significant change from the current provisions, which only permit direct return flights between two destinations. This announcement was made by Anthony Loke, Malaysian Transport Minister, noting that this change will be activated once all ASEAN member states sign Protocol 5 on Own Stopover Rights. However, all ASEAN members, excluding Myanmar and Indonesia, have signed Protocol 5 as of now. During a press conference, Loke provided an example stating, "A flight departing from Kuala Lumpur could go to Singapore, proceed to Bali, Indonesia, and from there carry on to other ASEAN destinations.” This news was proclaimed at the 30th Asian Transport Ministers (ATM) and the 58th Senior Transport Officials Meetings (STOM). Loke strongly believes that this protocol will boost regional air connectivity, offering airlines more operational flexibility. Asian carriers, including Malaysian operators who possess substantial regional route networks, are anticipated to reap significantly from this enhancement. The protocol has been dispatched to the remaining member states yet to sign. According to Loke, we can expect Protocol 5 to be implemented by 2025, once all the signatures from member states are brought onboard.
