But rebooting resets it to the cr*p site dictated by my Toshiba-XP recovery disk. Ideas? Thanks

Sound like something (Tosh?) is overwriting your changes as a protection 'feature' - is there any options with your Tosh backup software to disables over-zealous security mode?

There are settings within the registry that I guess are being over written during the boot process, you can experiment with sites like this one that offer solutions - not tried myself.
