If he wants to stay in Thailand and apply for yearly extension it would depend on his age. If he is under 20 he would be able to stay with you and your wife, untill he is 20. Are you here on a Non O or An extension of stay based on your marriage? By all accounts LA is the least Visa friendly consulate in the USA.
