I am having trouble understanding the phrase “ฝุ่นที่ฟุ้งตลบ” and the derived noun “การฝุ่นที่ฟุ้งตลบ”

Let both factions get together and set up (a government) together composed of all parties to create a _________________ in order to bring peace.

Domnern-Sathienpong has “ฝุ่นตลบ” as “full of dust; clouds of dust; dust kicked up (by a passing car, for example)”. Lexitron has “ฟุ้ง” as to spread, to diffuse, to disseminate”

Perhaps the entire phrase and noun is a metaphor for “the enveloping cloud of uncertainty” or “จัดการฝุ่นที่ฟุ้งตลบ” is “to clear the fog of confusion”. I am just guessing here.

I think the whole phrase means "to clear the air" .. may even be inspired by the English idiom. The complete phrase gets zero hits on Google (expect the only hit to be this thread soon), and most uses of ฝุ่น(ที่)ฟุ้งตลบ seem to be mostly literal references to dust.

So it's not จัด + การฝุ่นที่ฟุ้งตลบ, but rather จัดการ "deal with, handle" + ฝุ่นที่ฟุ้งตลบ "dust in the air".
