is it : sorn khun yang rai dtok plaa dii kwa hai plaa khun ?

should i use dtok plaa or dtok bek?

Better would be

Sorn hai khun dtok pla dee kwa ao pla hai khao.

Tok bet not bek can also be used but I think it is not so polite and it is more Lao dialect

The translation is OK except you've got the original wrong and I think khon (a person/man) would be better than using khun (you).

Give a man a fish and you feed him for a day. Teach him how to fish and you feed him for a lifetime.

Two translations I found online are these, I edited one because it was wrong.

เอาปลาให้คนก็กินไปได้วันเดียว แต่ถ้าสอนให้ตกปลาก็มีปลากินไปตลอดชีวิต

ao bplaa hâi kon gôr gin bpai dâai wan dieow dtàe tâa sŏn hâi dtòk bplaa gôr mee bplaa gin bpai dtà-lòt chee-wít

ให้ปลาแก่คนเท่ากับให้เขากินแค่วันเดียว สอนวิธีการจับปลาให้คนเท่ากับให้เขามีกินไปตลอดชีวิต

hâi bplaa gàe kon tâo gàp hâi kăo gin kâe wan dieow sŏn wí-tee gaan jàp bplaa hâi kon tâo gàp hâi kăo mee gin bpai dtà-lòt chee-wít

P.S. ตกเบ็ด dtok bet is a euphemism for female masturbation so I'd steer well clear of using that.
