I'm currently on my second 30 day stamp, which expires end of December.

If I leave Thailand before this 30 day stamp expires, can I get a 60 day tourist visa (double-entry) in a neighbouring country, or does this conflict with the 90 day rule?

Assuming I can do this, where is generally best / quickest (KL, Penang, Vientiane, PP etc)?

The 90 day rule only counts towards visa exempt entries, not to entries on a visa. With a visa you can entry the country unlimited times.

It all depends on where you are now.

Only Vientiane issues double entry.

Can get single in Penang and KL

Phnom Phen is a no no.

You can also extend every entry with 30 days at nearest immigration
