Tot Asdl

So i'm in patong and currently on a 4mb/512 hi speed line 1000 baht. I"m getting no were near those speeds. Whats the deal? I"m stuck with tot cuz my landlord says i cant change companies. I was recommended tt%t. I'm stuck with tot. So i'm looking to upgrade again to the asdl smes biz3 lines. But i'll have to pay 1600 for 1mb/512. Y is it more for this line when its rated slower? The only difference so far on the brochure is i get 250 baht worth of netcalls and 5 anti virus license. I just want faster internet speeds and not the rest of this bs. Somebody help me please.
