It seems the land owner is holding off on the condo / hotel for the time being and expects those who he wanted to evict to hang around and pay him rent. I know what i would do.

It will take more than 3 months for the Thai economy to sufficiently recover to enable/justify such development projects - I suspect they'll receive further stays of execution.
