Not sure, there is a good music school oposite the rear gate of CM University (near Micasa). 

Payap university also have music department people that might be able to help.

Khun Tianchai has had a singing school in Chiang Mai for many years, the Voice Studio and Music Academy which is accredited by Trinity College London. He took a group from his school to a competition in Europe recently and they returned with some top awards. His school has also produced musical concerts. Phone 0 5341 0123, 0 1716 9008, 0 1602 4441, if those numbers are out of date, you can most likely get the current number from Sunbelt Asia in Chiang Mai, they know him.

Get in contact with the Filipino community. I am sure you would easily find someone willing to teach you who is both qualified and reasonable. Anyone who has worked with some Filipinos know that the majority of them sing fantastic.

Guess you have checked out and discounted the local karaoke joints?
