สังเกตการณ์ออก

It depends entirely on the context. I don't know enough Thai to do other than say what the words mean. สังเกตการณ์ as a verb is to observe or study an incident, situation, story in detail and ออก is the adverb meaning to complete or maybe declare what you have seen or even be capable of observing. Otherwise it is a noun verb 'the observer goes out'. Or it could be something well known to a Thai with nothing at all to do with anything I have said. I believed the previous post, but now see from my dictionary the noun is an 'observer at a meeting who cannot vote'.

สังเกตการณ์ออก seems to be incompleted sentence. As tgeezer said, สังเกตการณ์ can be a verb (meaning to observe) or a noun (meaning observation). There is no สังเกตการณ์ออก (as one word) in Thai.

As Meadish points out, context is all important. I looked at a number of websites where the phrase was located. Google does not discriminate as to whether two words constitute a single phrase or are unrelated. Take this quote, for example:

วันนี้ดิฉันมีข่าวดีมาบอกคะ หลังจากการเข้าประชุมเรื่องการออกไปสังเกตการสอนเมื่อวาน ผลออกมาว่าทางมหาวิทยาลัยเลื่อนการสังเกตการณ์ออกไปเป็นวันที่21สิงหาคม

"Today I have some good news to tell you. After yesterday's meeting at which we discussed the educational field trip, we decided that the university would postpone the trip until August 21st."

Seems to me that "การสังเกตการณ์" here is a school field trip. On the hand, "ออก" in this context is part of the phrase which includes "เลื่อน . . . ออกไป", to extend the time at which the trip will occur.

Another common context cited several times by Google is

"สั่งย้ายที่ตั้งสื่อ-จุดสังเกตการณ์ออกห่างด่านอุทยานฯพระวิหาร "

"จุดสังเกตการณ์" seems to be "observation point". The "ออก" seems to be part of "ย้ายที่ตั้ง . . . ออก" which seems to be "to move the location out", so that the entire phrase might mean, "(They were) ordered to move the location of the reporting and observation post away from border area of the Phraviharn National Park."

Any other observations?

Any other observations?

There are two examples where ออก is the verb, so just about answers the question, สังเกตการณ์ออก is most likely to be noun and verb, always allowing that no native speaker comes up with something obscure.

สังเกตการณ์ออก = I think I know what happened, I think I have a clue...

Sounds plausible.

ออก would then have the same approximate function it does in ดูออก or มองออก (to make [something] out).

I.e. 'suss/figure out the situation'.

That was my first attempt an adverb and noone accepted it, I was happy with the situation because later a native Thai said 'how ridiculous' however they are not always right!

True. I still think more context would be nice.
