when you come out of the baggage claim area there is a counter opposit that says limousine service, these are minibusses that will take you direct to the laos border. They cost 200 bath per person and take about 45 min.

There is a taxi stand inside the airport and the charge 800 baht to drive you to the border. They go when you are ready.

You can also get a bus from town to the border, don't know how much maybe 100b or less, but you will have to get a taxi into town.

Another option is the train from Udon - Nong Khai which I believe now also goes on into Laos
