Yes, it stops short of Vientianne, and you have to take a tuk-tuk or taxi the rest of the way. But, it does get you across the border with a minimum of customs hassles, which is a huge improvement. If you don't take the train across the border, you just have MORE hassle (more tuk-tuk/taxi rides on the Thai side, longer stops at the border, etc.).
