Internet Sims For Dongle

Two questions:

First, i bought internet SIM in Tukcom today, 200 baht valid for only 20 days, (300 baht was 1 month). Is this normal, why is the credit not valid for 1 year ?

Second question was, having the radio on in the background will this affect my download speed much ?
