GLO gives green light to online lottery

The Government Lottery Office's (GLO) board gives the green light to the online lottery project which is scheduled to be launched concurrently with two- and three-digit lotteries if approved by the Cabinet.

GLO Director Wanchai Surakul spoke of the process for the online lottery and two- and three-digit lottery projects, saying that they had been submitted to the Finance Ministry and would be forwarded to the next Cabinet meeting for further deliberation and approval.

He said further that the office had been set to launch the two kinds of lotteries within 45 days and there were 5,000 automatic online lottery machines and lottery dealers ready to distribute the lotteries.

I remember TRT legalise this lottery (manual, not online). Democrate/PAD cry foul. Now Democrate wants to launch it themselves. Do you think PT/UDD will cry foul as well?

Sam it wasn't this lottery.

TRT never tried an ON-LINE lottery.

Next they bypassed laws and existing accounting practices

for the lottery they did put in place.

It was judged by courts as illegally set up.

It was not simply the fact TRT was co-opting the existing street lottery for themselves,

but that they did it in an illegal way ignoring the laws already in place,

and also did it with as LITTLE transparency as possible.

They could have as easily done it legally,

but Thaksin was not clearly feeling like he needed to obey the rules

at the time and they just bulled their idea through the cabinet.

It is not even the same lottery.

Lottery vendors surrounded Democrat Party Headquarters and demanded the Government to stop online lottery project, citing that it would give more problems to the society.

At 9.30 hrs today, about 100 lottery vendors and conservationists had surrounded the Democrat Party Headquarters. Protesters with microphone and loudspeaker on their truck called for the Government to stop the online lottery project.

The group claimed that online lottery would give more problems to the society, adding that benefits would fall on only some of the wealthy, politicians and transnational companies.

Protesters also cited that online lottery would reduce risks for underground lottery businesses, which would have never experienced losses unlike the real lottery sellers. They said the money from underground lottery would be laundered to buy votes in the elections at both local and national levels.

Hypocrisy is not the issue with the lottery. Some of us have been around long enough to remember the day the lottery machines, on live national TV, got stuck between numbers, and then soon thereafter, on that same day, a mystery wire was found leading from the lottery machine under the carpet to the adjoining room. One can only imagine the salivating going on amongst the lottery officials with the thoughts of an online digital version of the lottery.

BANGKOK, 6 May 2009 (NNT) – The two- and three-digit lottery club urges the government to push for the selling of online lotteries and says it will submit a complaint letter to the Prime Minister if the lottery project yields no progress.

Chairman of the two- and three-digit lottery club Worawut Kamolwitthayanon submitted a petition to Finance Minister Korn Chatikavanij, asking him to expedite the distribution of two and three-digit online lotteries. He said that the club was not happy with the government’s decision to give the least priority to the online-lottery project despite the project’s full readiness.

The club chairman said online lotteries could generate income and create jobs for two million people.

Mr.Worawut said the club would protest at Government House on May 12 if the lottery distribution experienced further problems.

har, har. with those full quote the article it's look almost like the same article if you are a fast scroller, but it isn't. here is the pro online lottery voice. and i put one line in bold. but have know idea how i could that comment , "generate millions and create jobs for two people." maybe. strange.

as far as i got it, it's not a WWW online version, but "5000 automatic online lottery machines" and maybe i can buy tickets there, like on an ATM.

where are there the jobs?

I wonder where the machines are going to be positioned? I have a feeling your friendly neighbourhood 7-11 would seem to be an obvious place. I heard that these machines have been in the country for quite a while, and the company has been lobbying hard to get it implemented. It is going to end up being a huge cash cow for the providers of the machines because they are going to be leased with a percentage of revenue paid back. How is it going to create any jobs?

Lottery sellers file complaints against Finance Minister

BANGKOK, 12 May 2009 (NNT) - Online lottery sellers today filed a complaint with the Office of the National Anti-Corruption Commission (ONCC), accusing Finance Minister Korn Chatikavanij of neglecting his duty over the government's online lottery scheme.

Chairman of Lottery Seller Association Mr. Thawat Sathitwittaya claimed that the Finance Minister was negligent in conducting online lottery program and avoid forwarding the matter to the Cabinet meeting despite being endorsed by the Government Lottery Office (GLO) and Deputy Finance Minister Pradit Phataraprasit.

He said the aborted scheme not only caused loss of revenues worth 420 millions baht among two and three digits lottery vendors nationwide but also the lottery buyers overspent up to 920 million bath per month and the Ministry of Finance lost 20 billion baht annually.

Govt pushed to continue online lotto

BANGKOK, 12 May 2009 (NNT) – Online lottery sellers put pressure on the government to continue online lottery, while the Deputy Finance Minister affirms the approval depends on Government Lottery Office (GLO)’s board.

Two and Three-digit Online Lottery Sellers Club members led by their chairman Mr.Worawut Kamonwitthayanon had gathered in front of the Finance Ministry to call for the Deputy Finance Minister Mr.Pradit Phataraprasit to urgently continue online lottery selling, because they had lost their income.

Mr.Pradit explained that the approval depended on the GLO’s board, which was considering the supportive law. No matter what the result was, it could be implemented immediately without being proposed to the Cabinet. The Finance Ministry was ready to support the approval of the GLO’s board as well.

The Two and Three-digit Online Lottery Club would however put pressure on the government at the Democrat Party’s head office, if the Finance Ministry could not give them an answer.

Council of State to recheck lottery's legality

The Finance Ministry has asked the Council of State to reinvestigate whether the online-lottery scheme violates any laws.

It also plans further research into the social impact, which would effectively lead to a further delay in the two- and three-digit lottery scheme.

The Government Lottery Office's board, chaired by Finance Ministry permanent secretary Sathit Limpongpan, will convene next Tuesday to discuss progress on the scheme, which now carries the name I-Lot.

Sathit said GLO director-general Wanchai Kirakul had been asked to consult with the Council of State and that it depended on the council when a legal interpretation could be made.

Earlier, the council gave the opinion the lottery was legal under the Lottery Act. However, it said an interpretation was needed, because numbers had been issued before by distributors, not machines.

"There has been a resolution that the scheme is legal, but we need greater clarity about whether the numbers can be distributed by machine," Sathit said. "And now, we are calling the scheme the 'information lottery', or I-Lot, due to the similarity of the distribution and proceeds-allocation patterns of conventional lotteries. It's not an 'on-the-ground' bet."

The GLO has also been assigned to study the social effects of the scheme despite many previous studies. Sathit said betting should not be encouraged but that it might be worth a try to legalise certain practices. Moreover, the office must also determine whether the lottery scheme can eventually alleviate the overpricing problem in conventional lotteries.

"The GLO has been tasked with solving these issues. It may scrap the scheme or, if it proceeds with it, explain it to society. Yet there is no deadline for when the answers are due," Sathit added.

Wanchai earlier yesterday said if the scheme were scrapped, the office could face a compensation lawsuit from Loxley G-Tech, which has the concession to install the online machines. The GLO board will convene next Tuesday to consider this issue, as well as the distribution of the Bt17 billion proceeds generated by the scheme.

The board will also ask to consider measures to ease lottery-ticket overpricing, including printing more tickets.

Disabled oppose online lottery

Disabled people gathered in front of the Democrat Party's headquarters on Wednesday to oppose the plan for online sales of lottery tickets, saying it could put many of them out of a job.

The group's leader Sayont Aotngarm said the online lottery project would affect lottery sellers, many of whom were disabled people with little prospect of finding other work. The government, while forging ahead with the scheme, was not doing anything to provide them with alternative employment. Mr Sayont said the blind and the physically disabled cannot apply for other jobs, and the project meant they would become a burden on society.

The Democrats were scheduled to discuss the online lottery scheme in the afternoon.

Last week, Deputy Finance Minister Pradit Phataraprasit, who supervises the Government Lottery Office, approved the project to install public lottery vending machines and forwarded the plan to Finance Minister Korn Chatikavanit, a Democrat, for final approval before it goes to cabinet.

Democrat Spokesman: No voting on online lottery plan at party meeting

BANGKOK, 25 June 2009 (NNT) - Democrat Party Spokesman, Buranat Samutharak, informed that no voting process was conducted during the party meeting for discussion over the government's online lottery scheme.

Dr. Buranat stated that the meeting of the Democrat MPs at the party headquarters was aimed at reflecting on the pros and cons of the online lottery scheme as well as to exchange ideas which will be used by Finance Minister Korn Chatikavanij in making the final decision on whether or not to push ahead with the project.

The Democrat Spokesman explained that some concerns had been raised that if the government canceled the scheme and the bilateral contract made between the previous government and the private sector, damages worth tens of billions baht could be incurred. At the same time, while emphasizing the Democrat Party’s opposition to all kinds of lotteries, he noted that if the online lottery project was approved, it could help solve the overpriced sale of lottery tickets.

Dr. Buranat added that after the meeting, the Finance Minister informed a group of protesters against the online lottery stationing outside the Democrat Party Headquarters of the meeting resolution and promised them to take their demands into consideration. The demonstrators then dispersed peacefully.

Likely will make a minor dent in the underground lottery, which easily dwarfs the sales of the official lottery. When the gov't finally lowers the odds (they can even do it in just one test province) and increases the payout to the same levels, only then will the underground lottery fade away.

GLO to hold public hearing on online lottery scheme

BANGKOK, 29 June 2009 (NNT) – The Government Lottery Office (GLO) will hold a public hearing on the online lottery scheme on 10 July 2009.

GLO Director Wanchai Surakul stated that the public hearing will be organized to gather opinions about the controversial online lotteries pending for distribution. The public hearing is expected to be attended by members of the press, researchers, lottery vendors, and the disabled. The opinions will be concluded within 15 July.

Mr Wanchai said the public hearing’s conclusions will be submitted to the GLO Board and Finance Minister Korn Chatikavanij for deliberation. The director said he personally thought that the online lottery scheme must move on in order to prevent overpriced lotteries and legalize underground lotteries.

Underground lottery pays 60-1 for two numbers and 500-1 for three numbers.

The online official lottery pays the same, but at least you know that the 500 baht you had on '321' will earn you a quarter million baht, instead of an underground defaulter absconding and going north.

Yeah, as I said, all they have to do is match the odds (or more specifically the payout), since the constant factor would still be 1/99 for the 2 digit and 1/999 for the three digit matches (X 4 draws or X 5 draws if you include using the main draw's last three digits). The only other edge the underground currently has is sales on credit (typically a few days for end users and 15 days for middlemen). There's so much underground finance available though that IMO this isn't really a huge edge, not to mention that the gov't could offset this somewhat with allowing credit card sales.

As for "at what point it's no longer profitable" it's the same for any gambling operation, it's at whatever point where there is no longer a 'house edge,' and that will vary according to each underground 'house' because everyone has a different "price" (same for soccer/football betting as well) for end users and middlemen (although yes, 60-1 and 500-1 is the norm... although there are typically stipulations for 'popular numbers' -paying out only half for example- and of course middlemen commissions will vary and affect the house edge as well).

Of course, this is all academic, it's like discussing the legalization of narcotics. There's really no question that a gov't operation could produce heroin, coke, and pot at the price that they produce cigarettes (like they already do), but it's not going to happen because there are enough interests to keep the tug of war alive. Same for gambling of all sorts.
