Connecting Utilities To My New Rented Apartment

I am about to rent an apartment in a building in Bangkok. I have lived in that building before but last time all utilities was in the ex girlfriends name, she being a Thai.

The land lord says it is my responsibly, not his, and not offer any help. That’s ok, but I am wondering if there is any ridiculous bonds for being a foreigner as just about every time I can think of getting taken in Thailand farlang get taken. I have heard horror stories of insane cash deposits, but I am not sure if they were for land lords or for the actually companies.

Looking to connect power direct with the power company.

Long distance phone calls I don’t care at this stage.

Any hints would be great with the cost to the company.
