A Thai Declared Bankrupt In Thailand

If a Thai was running a business in Thailand some years back and was declared bankrupt after the death of their spouse, their business closed and their house taken from them :-

Will there be a register of this?

If so where? Locally? A central register?

How long is someone deemed financially liable if the debt was not cleared? Or if it was cleared.

Can they get a mortgage for a house or run a new business?

I do not have more details of when or if the repossession of the house cleared the debt but I believe it to be 10 years or so ago.

Any advice within the limitations of my current information above would be helpful :)
