ping localhost or ping 127.0.0.1

This is the loopback test for the NIC (network card). If it fails then your NIC is bad.

Boot into with "Safe Mode With Networking" and ping from there.

If this works then the most likely cause of your issue is an wrongly configured firewall.

Okay webfact, did that and got this response

C:\Users\Tim>tracert localhost

Tracing route to Tim-PC [::1]

over a maximum of 30 hops:

1 <1 ms <1 ms <1 ms Tim-PC [::1]

Trace complete.

C:\Users\Tim>tracert 127.0.0.1

Tracing route to Tim-PC [127.0.0.1]

over a maximum of 30 hops:

Do you have any spare NIC around?

What router do you use?

No sorry this is not the results for safe mode, and I was just reading the tips on using pathping, so i didnt realise that pathping and tracert are different (?).

I have two routers, the one i need to use is a Billion BiPac 5200 & the otherone is a little TT&T supplied thing RTA7020.

Thanks to everyone, especially AjarnChan, Tywais,Webfact,trogers and Oilinki for all ur help. Thanks to Webfact putting up with me via PM.

Fortunately I have more than one router & both a desktop and notebook, plus extra ethernet cables ect. Despite everything it looks like this is another brillant maxnet (tt&t) problem, not a problem with my gear.

Today I have lightening download and ping speeds, but i still cant run any of the dos (tracert) test etc. Who knows what is going on & who knows what will happen tommorrow (tt&t certainly doesnt).

we need to get something more substantial out of tracert so we can see where the lag is actually happening.

even with servers not replying to ICMP packets they will still route them to the next server as the TTL is incremented and if there are not too many non replys on the path you can infer from the replies anyway.
