Koh Samui Immigration Point?

Hi folks, I take it there is immigration staff in Koh Samui Airport

as travelling with KLM through Singapore to Samui and normally would go via

Bangkok

Yes, you will be cleared by an immigration officer at Samui airport.

On the other hand if you have any goods you want to declare, you may find it hard to find a customs official to do so. Though they have a desk, I have never seen it manned. Unless things have changed in the past year or so.
