I did a search for this, but couldn't find a thread.

I'm living in Bangkok on a non-immigrant B visa. I want to fly to Phuket. Do I need a re-entry permit?

That is a domestic route so you are not leaving the country and do not need a re-entry permit.

You are not leaving Thailand. As said the answer is No.

There's no immigration on domestic flights.

You don't even have to check in with your passport if you have a Thai Driving license. (can check in with gov issue ID)

No , you do not need a Re-entry permit to fly to Phuket !! You need a plane ticket to fly there .

Has anyone thought that perhaps this is in reference to that island currenty having checkpoints and being off limits to many Thai? I really can not believe it was not a sarcastic comment on the present situation.
