Make friends with neighbor and tell you like parrots and want to see the little bastard bird. Bring a small botlle of Draino and throw in his food/drinking water. C ) Come in suit and tie and give an aquarium to the neighbour as a present and tell him after he took it you would like to have the parrot for that. That's serious custom in your country. D ) Just free it, by looking at it and: "What a nice bird, I want to take it on my hand, whoops so sorry, it went out of the window" ... Have a wander around Chuchucak market pet section and tell them you are in the market for a mute parrot. Once you have bought said mute bird cunningly exchange it for the one next door.
