and they withdrew the money to a Thai bank account that was setup in USD

would they be saved from the offensive paypal currency conversion %

Doubt it is possible, as it is paypal doing the US$ to Thai Baht conversion and then transfers Baht into your Thai bank account.

can you withdraw in USD?

I have a friend who has lots of monies in his paypal and the paypal imposed exchange rate is killing him, not to mention the 125k a day limit on withdrawals to a thai bank account - so he is trying to figure out the best way to get teh monies withdrawn on a regular basis.
