Getting Married In A Royal Thai Embassy Or Consulate Outside Thailand

There's an article on marriage registration in Thailand in today's issue. One para, copied below, refers to getting married at a Thai Embassy or Consulate abroad.

I just did a quick Google for the law in Oregon, D.C., and California. Not really clear but seems to me that such a "marriage" just might NOT be recognized in the U.S. Does depend on state-by-state rules, and with California being someone weird, might work there, but elsewhere?

Perhaps the intent of the article is just to allow recognition in Thailand? Don't know.

For marriages at Royal Embassies or consulates two witnesses are needed for each party, and the consular or embassy officers can act as witnesses. There is no fee for the ceremony and when it is over, the embassy or consulate will issue a marriage registration or certificate. This can be used in Thailand to prove the existence of the marriage, as with a registration of family status discussed earlier.
