Although I spend a lot of time in the LOS I have always been on a tourist visa or a 30 day visa. I work overseas about 5 months a year so tourist visas (pre arranged) multiple are good enough for me.

Hull in the U.K. is a good place, issuing me a quadruple tourist, most recently Muscat Oman was good to issue me a double.

What are the 'multiple' friendly embassies nearer to home?

Can anyone suggest a country in SE asia or N.Asia that is tourist-visa friendly?

You generally would be applying to Consulates or honorary Consulates as Embassies in general are the LAST place you should apply without having everything all proper and ship shape etc.

The only 'friendly' one I'm aware of in Asia is Sri Lanka, the rest without a WP are funny (don't) about issuing multiple entry Non-imm Bs!

Penang does a triple tourist though.

I was hoping someone might have some experience of the consulate in Osaka or else the Embassy in Manila. What about South Korea for tourist visas?

Shanghi, Hong Kong? Are they all multiple tourist visa unfriendly?

Penang is your best bet IME! I've had experiences with most you've mentioned and they're not that friendly to be honest!
