You could catch a bus on Sukhumvit road to Rayong, but take more than enough time into consideration. She is stopping at every corner. I would count on not less than 2 hrs drive.

If you are flying Bangkok Airways, I believe they have a minibus that goes from Pattaya to U-Tapao for every flight. Cost is 250 baht.
