If you look at the topography, this would be pretty much impossible.  Divert some of the flow for agriculture, sure,  But change the course?  

China is planning some dams, and these have come under scrutiny, but that is  not the same as diverting the entire flow of the river.

China needs to protect it's part of the Mekong as much as possible as it will be drying up soon anyway with the loss of the Himalaya glaciers.

oh! too many mistakes. My German and Finnish are much better. But anyway it will be not good for Mekong
