There are only 2 grounds in Chiang Mai, Prem School and Gymkhana Club. Reckon they will both host the tournament. Admission will be free I reckon. No hotels near Prem that I know, but there are hundreds of cheap hotels near Gymkhana.

There is a sign outside the Prem carpark, for a place called Kris Guest-House, phone 053 301 271, which says that it's only 2km from Prem Center.

Kurnell is right admission is almost certain to be free. The Gymkhana Club is a great place to watch a bit of cricket.
