When you obtain a multiple entry ( 4.800 baht ? ) are You

allowed to come and go as You please..?? 1 time or 20 times

If you are talking about multiple re-entry permit (3,800 baht), then you can come and go as many times as you like during your current permission to stay. A re-entry permit will keep that permission to stay alive but does not give you more time.

If you are talking about multiple-entry Non O/B/ED visa you will get 90 days permission to stay on each entry whilst your visa is valid (no limit on number of entries)

If you are talking about multiple-entry Non O-A visa, you will get 12 months permission to stay on each entry whilst your visa is valid (no limit on number of entries)

I hold a non immigrant O multiple entry visa based on marriage to a Thai national.

I can go out of Thailand and return at will, no restriction imposed on my travels.

No need to mess about with re-entry permits at all.
