Just some reports of some people from the Philipines and possibly some from other SE Asian countries, no westerners that I know of.

Yes have some people my friend got red stamp 3 weeks a go good luck

Getting the red stamp is not the same as actually being denied a visa.

I heard about a Chinese national being denied a tourist visa recently.

An agent in Vientiane told me they are cracking down on SE Asian tourist visa applicants who have back-to-back tourist visas in their passports. I have no idea how many they will allow before they deny further applications.
