Hi, I'm Robby 28Y and currently living in Belgium.

I go back to Thailand 15 december '09 till 13 januari '10.

Then i stay 2 month in Belgium and go back on 22 marche for 1 year on a ED permit.

After this i would like to stay permanent in Thailand.

My girlfriend is Thai and i would like to marry her in august '10.

So when would be the best time to apply for a permanent residence permit?

You will have to have been in Thailand continuous for 3 years on 1 year extensions before you can even apply. Then there is the requirement of a tax history and much more. There is a pinned topic here that covers the details > Camerata's Guide to Permanent Residency

They havent issued a PR since September 19, 2006. :)
