Any major newspaper. An ad in Bangkok Post will cost you about 1,000 per day, and cheaper prices for over 2 days.

There are some websites you can use as well, for example www.jobdb.com

Your not gonna get the kind of staff that you are looking for using the BKK Post though.

I would have thought you need to get hold of some Thai boating mags and have a look at classified options in those. Also the Thai language newspapers are a good place to post. Boatbuilders in general are not gonna be so internet savvy (normally) so the Thai language options would be your best bet IMHO.
