Computer Plaza, many shops in there do VHS to DVD converting.

Some things to keep in mind:

When converting from an analogue VHS tape to a digital DVD there will be loss of quality.

The American system is ntsc 29fps and the Thai system is pal 25fps. If your VHS tape is the American ntsc 29fps system, this cannot be converted to the pal 25fps system.

If playing an SVCD or DVD ntsc 29fps on a Thai pal 25fps DVD player, the movie may become jerky. Some won’t play at all, some work but with jerky movement and others are fine.

In most cases these formats do not convert very well.

There will not be much loss of quality as you are recording from bad media to good, In regards to teh NTSC/PAL and FPS problems it's pretty easy to overcome , worst case scenario you hook an NTSC Video player up with a video out into a standalone DVD Recorder.
