Get any SIM card, but use 008 or 009 as your international access code (instead of "+" or 001) for a rate of 7 baht a minute. So dial 008 (or 009) + 47 + [number].

I use deedial. Sometimes its an excellant call but not always as you get this echo now and again. It is the cheapest I have found, 2bt a minute.
